Title I, Part A is part of the Every Student Succeeds Act (ESSA). Its purpose is to ensure that all children are provided with a significant opportunity to receive a fair, equitable, and high-quality education. Aiming to close educational achievement gaps, Title I, Part A provides financial assistance to districts and schools where the needs are the greatest.

Title I, Part A funding supports Schoolwide Programs in Finley Elementary and Finley Middle School. These programs and services provide customized instruction and curricula that helps students meet academic standards and take an active, engaged interest in what they can learn and do. In Schoolwide Programs, all students may benefit from the upgraded systems of support that the funding provides. Our schools use Title I funding to provide the following enhancements to their Schoolwide Programs:

  • Teachers and instructional aides
  • One-to-one or small group instruction
  • Communities in Schools
  • Teacher professional development

What is the Learning Assistance Program (LAP)?

LAP is a state-funded program designed to enhance educational opportunities by providing supplemental instruction and services to assist students who are not yet meeting academic standards. Within a multi-tiered system of support, LAP services are targeted (tier 2) or intensive (tier 3) supports that are added to accelerate learning and remove barriers that prevent students from benefiting fully from universal instruction.

Schools that receive LAP funding include Finley Elementary, Finley Middle School, and River View High School. Our schools use LAP funding to provide the following enhancements:

  • Teachers and instructional aides
  • One-to-one or small group instruction
  • Professional learning
  • Support classes in literacy or math
  • Behavior supports
  • Graduation Assistance

Title I
Parent and Family Engagement

Engaging families as full partners in the education of their children is a cornerstone of the Every Student Succeeds Act (ESSA). When families support learning, children are more successful in school, and school success helps children become successful adults.
Students with engaged parents and families are more likely to:

  • Learn to read faster
  • Have higher grades and tests scores
  • Be promoted and take challenging classes
  • Adapt better to school and have better attendance
  • Have better social skills and behavior
  • Graduate high school, on time

To become an active participant in your student’s education:

  • Communicate: Stay informed and respond to all communications from the school or district.
  • Set an example: Show your student that education is important by reading and attending parent/teacher conferences and school events.
  • Volunteer: Volunteer at your student’s school and help with extra-curricular activities. Participate in and support parent and family engagement activities at school.
  • Learn: Help your student with classwork, homework, and future education plans.
  • Get Involved: Join school/parent organizations, school improvement teams, parent advisory councils, and other parent committees.
  • Collaborate: Participate in parent activities with other families. Know and use local community resources (such as libraries, universities, community centers, etc.) to better identify and access services for your student & family.

Parent and Family Engagement Policies

The board recognizes that parent and family engagement helps students participating in Title I programs achieve academic standards. To promote parent and family engagement, the district will do the following:

  • Involve parents and family members in jointly developing this policy. Invite comments and participation annually.
  • Support schools in implementing effective parent and family involvement activities to improve student academic achievement.
  • Conduct an annual evaluation of the effectiveness of this policy in improving the academic quality of all Title I schools.
  • Involve parents of Title I students in decisions about how the Title I funds reserved for parent and family engagement are spent.
  • Support a partnership among schools, parents, and the community to improve student academic achievement.

Parents’ Right to Know: Teacher and Paraprofessional Qualifications

In compliance with the requirements of the Every Student Succeeds Act (ESSA), parents of Title I, Part A students may request, and Finley School District will provide, certain information on the professional qualifications of the student’s classroom teachers and paraprofessionals providing services to the child. To request this information, please contact the Human Resources Department at 509-586-3217 or [email protected].


Resolving a Concern

Concerns can most accurately and efficiently be addressed by those closest to the problem. The School Board encourages you to follow the steps outlined on our district website. If you need help to determine the appropriate person to contact, please call the FSD Special Programs Office at 509-586-3217.


Parent’s Right To Know: Limited State Certification and Licensure

Schools provide to each individual parent timely notice that the parent’s child has been assigned, or taught for 4 or more consecutive weeks by, a teacher who has not met applicable certification or licensure requirements at the grade level and subject area in which the teacher has been assigned.
